What would make a local page worth publishing
A verified statement from the body that operates the system about where responsibility sits. A verified permit and inspection process. A verified account of any assistance program, with its current status and the date it was checked. An official contact route. And a homeowner task that is genuinely different in that jurisdiction from anywhere else.
Until a market has all of that, a page about it is decoration. The build enforces this: an indexable geographic page whose local-value contract is unsatisfied fails the audit.
