The short answer

The authority holds five categories of answer, and for most of them it is the only place they exist: where it draws the responsibility boundary, what records it keeps for your address, what a permit requires and what gets inspected, whether any program covers private-side work, and how it wants a backup reported.

None of those is a question a contractor can settle on the authority’s behalf, and none of them is answered anywhere on this site. Write each answer down with a name and a date attached, because a verbal position is useful and fragile at the same time.

Responsibility

• How does this authority define where an owner’s responsibility ends?
• Is that published in writing, and where?
• Who is responsible for the connection itself?
• Is there a written review or appeal process?

Records

• Do you hold a connection record or map for this address?
• Is there a permit history for this address?
• How do I request copies?

Permits and inspections

• Does the work I am considering require a permit?
• Who applies, and what does it cost?
• What is inspected, and at what stage?
• Do you restrict who may perform this work?

Programs

• Do you operate any program covering private-side sewer work?
• What are its current terms, and is it open and funded?
• Does it require approval before work begins?

Reporting

• How should a backup or overflow be reported?
• What will you check when it is reported?
• What do you ask a homeowner to do first?
