- SewerOwner cannot determine structural integrity.
- SewerOwner cannot tell you whether repair or replacement is necessary.
- SewerOwner cannot tell you that a repair method is appropriate for your property.
About responsibility and rules

About safety
- SewerOwner cannot declare a property safe or unsafe.
- SewerOwner does not assess air quality, gas concentrations, or health effects.
- SewerOwner does not assess ground stability, structural safety, or electrical hazards.
- SewerOwner does not publish instructions for entering sewer structures, opening covers, handling sewage, operating professional equipment, excavating, or entering trenches — under any circumstances.
What it replaces: nothing
SewerOwner is not a substitute for municipal, utility, engineering, plumbing, legal, insurance, or real-estate guidance. Where a question belongs with one of those, these pages say so and stop.
What remains
Understanding what you are being told. Knowing what a method attempts and what it cannot prove. Telling an observation apart from a finding. Knowing which questions have answers and who holds them. Comparing what two proposals actually say. Assembling a record that survives a change of contractor.
None of that requires diagnosing your property, and all of it is worth having before you spend money.
