The short answer
Closeout is the final administrative step after permitted work: an inspection takes place and the authority marks the permit closed. When that last step is missed, nothing about the property changes visibly. The open permit simply sits in the record until a title search finds it, usually with a closing date already set.
An open permit is a records problem and not necessarily a work problem. The work may have been done properly and inspected; what is missing is the paperwork saying so. Which of those you have is the first thing to establish, and only the permitting authority holds that answer.
Check now rather than under a deadline. The authority that issued the permit can report its status, and asking costs nothing.
